In the year 2022, at the Conference of the Parties of the UNFCCC (COP27)<\/strong>, India underscored the pivotal role of the electricity sector in steering towards a low-carbon future and industrialization. The unveiling of Long-term Low Emissions and Development Strategies (LT-LEDS) reaffirmed our commitment to achieving a zero-carbon future by 2070, with a crucial focus on goals within the power industry. However, this journey has not been without its challenges, particularly the financial health of distribution companies (DISCOMS), grappling with cash-based losses amounting to a staggering Rs 10 lakh crore over the past 15 years, attributed to issues like power theft, Aggregate Technical and Commercial (AT&C) losses, meter tampering, and inaccurate billing.<\/p>\n Recognizing the urgency of addressing this crisis, the Indian government, under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, launched a transformative initiative last year \u2013 the Revamped Distribution Sector Scheme (RDSS). Crafted as a lifeline for DISCOMS, the RDSS aims to bolster operational efficiency and financial sustainability. Conditional financial assistance is extended to fortify supply infrastructure, contingent upon meeting pre-qualifying criteria and achieving basic benchmarks linked to financial improvements. The scheme’s diverse objectives include reducing AT&C losses to pan-India levels of 12-15%, closing the Average Cost of Supply (ACS)-Average Revenue Realised (ARR) gap to zero by 2024-25, and enhancing the overall quality, reliability, and affordability of power supply. As part of this initiative, the government has launched a nationwide effort to distribute meters for transformers and feeder lines, a crucial step in energy accounting. Currently, only 40% of distribution transformer metering has been completed, while feeder line progress stands at a commendable 80%.<\/p>\n Unlike its predecessors, the RDSS scheme significantly emphasizes smart metering, strategically aligned with India’s energy goals. Implemented in a public-private partnership (PPP) mode, prepaid smart metering emerges as a cornerstone for consumer empowerment.
